stated to be only the first of a series of social
functions for promoting amity between the Chinese and
European communities. I feel, however, that there is
only too much justification for the statement in enclo-
sure No. 2 to my secret despatch of the 14th January that "strong and deep undercurrents of anti-British
agitation are going on". The term "undercurrent" even is hardly justified. All kinds of political and labour
organizations in Canton are openly conducting a violent
anti-British campaign on the text of what they are
pleased to call the "British massacre at Hankow".

Commissioner of Customs at Canton, which show that these
activities are directed by the Propaganda Department of
the Kuomintang from the Provincial Kuomintang Headquarters.
I have telegraphed to His Majesty's Minister urging
early publication of the true version of the Hankow affair.

Another very significant incident is the
removal of the lately appointed Commissioner of Police, General Tsin Tai-kwan), and the appointment in his place of General Tang Yin-wa (tip ## ).
General Tsin's efforts to control Labour violence are
indicated in enclosure No. 5 of my secret despatch of the 14th January and the probable results of his policy in
paragraph two of my secret despatch of the 24th December.
His removal was preceeded by a circular telegram from the Provincial Government denying an alleged report to
the effect that he had dissolved the "Union of Labour
Representatives", which is the "Red" central organization of Canton Labour, its rival the "General Labour Union of China" being the "White" organization. His successor
